Add all cloudpak's as Operator installs

in the Fusion GUI, we have operator install of backup, datacatalog and Global Data Platform.Why not use this place to add all Cloudpak's as well, for easy deployment.First in line would be watsonx.data, watsonx.ai and wastonx.gov.
