Add the ability to remove a TS7770 Feature - FC 5271

Once a customer has a Grid installation of numerous TS7700s, FC5271 is required on all new additions/changes to the grid going forward. For a customer that is no longer using (or was never using) this feature, there is no way to remove the feature from the existing machines in production in order to allow a new device to come into the grid without this feature. This then requires the customer to continue to pay for a feature they have no intention of using. This causes back end financing arrangements (zero cost billing etc) to take place for all time going forward. What would be much nicer is the ability to MES the existing machines to remove the feature code (this is code only, no hw changes are required) thus allowing any new machine to join the grid without this feature.
