I think you hit the nail on the head ! My use of the word ARCHIVE does mean a full copy, hopefully immutable. Your comment regarding "retention vaults" put some ideas in our heads... we are doing some research on that. Any links you can provide for additional research would be helpful.

What additional information can we provide ?
Speaking with our Spectrum Protect Technical Specialist TEAM from IBM, we understand that the ARCHIVE function in an SPP SLA is intended for glacier storage in a cloud service (IBM, Amazon, etc). I believe what we are asking for is the same functionality for the on-prem COS (without tape drives), and/or any S3-capable storage. I would prefer the on-prem COS only because we have invested into this technology.
The work-arounds to get an immutable copy to our on-prem COS work. The ability to leverage the ARCHIVE function in SPP with what we have is our goal.
Renaming ARCHIVE to GLACIER/CLOUD would help avoid confusion in a future release.
