Spectrum Virtualize "IO pause" on node leave and join is entirely too long

When a node leaves or joins a Spectrum Virtualize cluster (SVC, V7K, FS9100, etc), the cluster imposes an "IO pause" on the order of 10 or more seconds. This is unacceptably long, especially in a flash environment.
