Add Expand capability for fully allocated hyperswap volumes

Recently an option was added (8.4?) to FlashSystem software (Storwize) allowing easy expansion of in-use Hyperswap volumes through the GUI. An unfortunate restriction of this for us was that it cannot be used with fully allocated hyperswap volumes. Being FlashCore modules have on-board compression, we (and many other customers I'd assume) use fully allocated volumes - also for performance reasons.

    This enhancement is planned for Policy-Based HA. It will not be delivered in HyperSwap.
