Generate Archive set

The amount of data are always growing but the transfer rate between client and server is still very slow and IBM and many other backup software are trying to solve the data transfer by using Duplication.

Normally are a client only doing a Archive set once a year to get a archive snapshot for that point-in-time and need to save it for legal issues. But because the amount of data are always growing will this archive normally take days instead of a couple of hours.
So my suggest because TSM already have the data on the TSM Server why not generate the archive instead of transporting the same data over the network one more time? Why not only generate Database pointers in the DB and let that be your archive instead?
