Scheduler should skulk "In Progress" events and vcenter jobs

If DSMC aborts after completing a filespace or VM backup, but before sending the backup summary, then the events table will forever show "In Progress". Further, for VM backups, vcenter will perpetually show the backup as running.

When a scheduler polls the server for schedules, it should also check for In Progress jobs. If the node and IP address match, and does not have any other sessions open, and is past the schedule ALERT time, and otherwise confirms that the backup is abandoned, then it should synthesize a new completion record, whether it is in error, or whether it contains the full data, depending on what is possible. The events table should be updated to no longer say "In Progress".

At the same time, it should connect to its configured vcenter and release any backups listed as still running, but which are not actually running.

Obviously, cases where schedules are deleted might complicate cleaning up this. Further, if the BA Client is destroyed, then there would be no way to update vcenter, even if the TSM server could update its own events table. Those edge cases would be expected.
