TSM client scheduler improvements

TSM client scheduler (or some other client service) should be track if the last scheduled backup was successful and if not, there should be a way to configure the service to perform an action.
E.g. the last schedule was missed, so the scheduler service should be smart enough to allow for the re-start the backup (of course this would be configured within the interface to specify what action to take).

    While we agree with the business requirement, the proposed implementation is not how we intend to implement this. Please submit a new RFE with a higher-level business requirement vs. a proposed implementation. For example, it may be part of an SLA/policy vs. a behavior of the scheduler service itself.
