improve the "eeadm file state" performance

The customer uses' eeadm file state -q FILENAME' to check the file status to ensure that the file has been migrated to tape. Currently, the time required for this command cannot meet the business's needs, which will result in longer waiting times for writing files from disk to tape.

In the current production system:
If the file is on disk (GPFS file system), the file state command only takes 20-30ms to complete.
If the file is migrated to tape, the file state command takes 120-140ms to complete.
We hope to improve the performance of file state checking by approaching 20-30ms.
