Change status of a need_replace tape

The eeadm tape replace command is a command that take long time because when this command is in the reclaim phase, is only allowed to use two tape drive although a regular  "eeadm tape reclaim" command is allowed to use more tape drive.

Sometime, a tape library return a warning when a tape drive has some problem managing a tape. When this thing happens, the tape is marked as need replace by the spectrum archive. If we run the diagnostics in the affected tape drive or tape, always both are fine.

Due this issue, the amount of need replace tapes are increasing and as commented before, the need_replace command take long time. As we know the tapes are fine, it can be a good option to move the status of a tape from need_replace to appendable without the necessity to run the tape replace command.

In addition, another issue we have with the tape replace command, it is if this command is running, is not possible to run a tape reclaim or tape reconcile, so it is good if we can minimize the use of a tape replace command.
