Add LTFS EE support to Ceph based Distributed File System

A lot of cold data in Ceph based DFS need to migrate to Tape. The existing solution is backup/archive with backup software or put data via S3 interface to S3 based deep archive solution which is very complicated,no automation and no competitive price.

If we can move the feature ILM+LTFS EE from Scale to Ceph based DFS that will help IBM Ceph or OEM Partner which has Ceph based DFS to sell more tapes.

With such feature, we can help OEM Partner to sell more Tape and compete with our major competitor in Tape market.

Customer hope to keep MD/MMM/LE components in LTFS EE side and help to add HSM feature into Ceph side so that they can work as the same working flow in LTFS EE+Scale solution.
