Display grace period of 30 minutes between 2 log collections in task failure message

When attempting to collect logs from a storage subsystem, a user can received the following message when the task fails: "Uploading system logs for system XXX to ticket TS0123456789. The log package for the device with serial number YYY for ticket TS0123456789 was not uploaded because another log collection task is already running or it was run very recently." The error message should include a statement that the grace period between two log collections is 30 minute so the user knows when to retry. Ideally SI should be able to calculate when the last log upload was and state how much of this grace period is left.
