Volume format should be faster or invisible to the user

Feedback from a user group meeting:

On the CLI, the mkvolume command to create a new volume will always create an empty volume. No exceptions. There is no option to do otherwise so I know my volumes will always be created zeroed, which is great for simplicity and consistency.

The downside of this is that the format process today is, by default, incredibly slow at 2MB/s. This long-running background task is also very visible in the GUI, with the state of the volume labelled as "formatting" and the format of each volume appearing as a 'running task'. Some users mistakenly think the can't use a volume until the format process has finished. For most though, it's just annoying background noise.

Can we do something to make:
1. the process faster
and/or
2. the process less noticeable (visually)

Maybe we don't actually need to make it any faster if we can be make it less noticeable that it's happening?

Historically there were restrictions on what you could do with a volume while it was formatting (such as expanding the size), which is why the user needed to be aware that it was formatting. If the restrictions like this have all been lifted then can the background format become less visible?

Alternatively, if there are going to be long-standing restrictions on formatting volumes, then can the process be made faster. Suggestions here range from simply using a higher default value to having the system dynamically adjust the total background format workload in response to the other workload on the system, or something in the middle like having a system or pool level value for format activitiy.

    As part of the 22Q3 Beta this has been repeatedly raised:

    Volume status showing as formatting with incredibly long estimates is distressing customers, raising a ticket to the GUI team to hide that potentially with a flag to show it.
