Requests and limits for statefullset ibm-spectrum-scale-gui in Spectrum Scale container native shoud be configurable

Currently CPU request for gui pods is set to 500m. This request is too large for small clusters and pod typically use ~10m. This can prevent other workload to be sheduled and it's wastefull especially in small multicluster scenarios.

    Thank you for submitting this Storage Scale enhancement request. We have reviewed the request, it is not on our roadmap for the foreseeable future.

    The main issue is in small and or test clusters where Spectrum Scale is not under load. GUI typically consumes few milicores, however to Kubernetes scheduler 500m is always taken and scheduler thus places less workload on the node than it could.
