Allow acknowledging of host problems on Spectrum Scale GUI

The GUI is our primary way of monitoring the health and performance of the system.

When a worker node goes down, which is common in a large HPC system, the health of the filesystems show as being Critical on the Home page. This is misleading, as it is just one worker node down. The filesystems themselves are fine.

Request: Ability to acknowledge a node being down, so that the health of the filesystem when a non important node is down is still shown as healthy.
