network access controlm for mmsysmon REST API

Currently mmsysmon REST API allows all inbound connections. Our cybersecurity penetration team has successfully sent network packets that caused REST API to malfunction, leaving hundreds of connections in CLOSE_WAIT state. In this scenario CherryPy stops responding, instead producing thousands of errors "ENGINE Error in HTTPServer.serve" (file cherrypy_error.log increases by several GB per minute). Even when CherryPy logs are rotated and kept in check, REST API remains in error state and mmsysmon must be restarted.

So we need a more permanent solution:

1) Make REST API more resilient to port scan penetration attacks

or

2) Introduce IP blacklist or whitelist to REST API so that only pre-approved inbound connections are allowed
