Yes. You are exactly right. Changes had to be made to account for this. The changes have been made and testing is underway. Stay tuned for information about when this will be released.
We did help a customer with installing a TSM client on a 10.11 Mac yesterday. Support is needed for 10.11, users are out there.
A new version would need to honor Apple System Integrity Protection or "rootless security" which is a more common name: https://en.wikipedia.org/wiki/System_Integrity_Protection
It is this function which makes current TSM client 7.1.3 to fail installation on 10.11. The installer are not (even as elevated user) allowed to write date to /usr/bin, /System etc which the installation does.
