Reduce ffdc ALL output size to always stay under 100GB

Disk space on the root filesystem in Spectrum Discover can be very limited, and when building support logs package for IBM support we need to ensure that the resulting log package is small enough to fit on disk, small enough to transfer off of the server to a laptop or desktop with connectivity to allow for upload to IBM ECuRep or BlueDiamond.

There is a need for some choices and data reduction to facilitate a realistic and manageable overall log output package.

Perhaps a user definable maximum package size could be considered?

    Given the fixed disk size for the root volume it is required that the ffdc output NOT exceed the available disk space.
    This may not always be an issue at the current time because ffdc does not collect all the logs, but if the db2 dump was large this could be an issue.
    This request will be CRITICAL if RFE: 150919 is implemented to gather other Spectrum Discover log files such as connections logs, provisioning logs, bluadmin logs/bugs, and Kubernetes cluster status.
