Trigger an alarm if unstable/unreliable input power is detected.

A stable power environment is crucial for a storage system, and providing this is clearly out of scope of the storage system itself. Nevertheless, it would be a big benefit to provide a warning mechanism if an unreliable power environment is detected, as this could prevent outages. The data is available in the trace files, and exposing this information via an event log entry would help a lot. This is even more important if you are not responsible for the power infrastructure and have no access to it.
