Support multiple concurrent Policy-Based High Availability (PB-HA) 2-site-ha relationships on a single IBM Storage Virtualize system or IO Group.

### How should it work?
1. Hub-and-Spoke PB-HA Topology: Allow a central storage system (System A) to simultaneously maintain independent active-active '2-site-ha' PB-HA relationships with different target systems (e.g., System B <-> System A <-> System C).
2. Granular Storage Partitioning: Allow PB-HA policies to be bound independently at the Storage Partition / Linked Pool level, enabling different pools on the same physical FlashSystem to have HA relationships with different remote sites.

### Who would benefit from it?
Enterprise customers deploying 3-datacenter metro architectures (e.g., central DC connected to two distinct secondary sites) and service providers managing multi-tenant cloud storage environments.

### Why is it useful?
- Footprint & Cost Reduction: Eliminates the requirement to purchase and manage separate physical FlashSystem hardware/clusters in central data centers solely to work around the 1-to-1 HA system constraint.
- Storage Grid Unlocking: Fully realizes the potential of Storage Partitions and FlashSystem Grid features by allowing flexible multi-site active-active resource allocation from a unified system.

Idea priority High
