Don't raise warnings about volumes with "deleting" status being offline

If a volume is deleted while there are dependent snapshots it remains in "deleting" status until those snapshots expire or are removed via CLI. There is an idea to improve UI handling of those snapshots (SCSI-I-1277), but it does not address the alerting component.

These volumes are reported as offline in the UI and raise alerts in Storage Insights. They should not be considered offline - deleting is a terminal action and they will not be brought back online. So these volumes should be culled from the list of offline volumes when reporting volume/array health.
