Upgrades should create svcconfig backups and copy them to each node

Currently, we run the following prior to upgrades, incase there is an issue:

satask cpfiles -prefix "/dumps/svc.config.backup.*" -source ${CFG_ENCL} ${ENCL};
done

That has problems now, because satask cpfiles require the superuser (and apparently only the superuser), and we disable ours because of TPI (Two Person Integrity), and don't want to have to re-enable the Super the user for each upgrade.

Ideally this should all just happen in the background when the upgrade is starting.

    Thank you for submitting this Idea. We have entirely rewritten the config backup function in 8.7.2.

    The system reliance on it has evolved such that it is no longer necessary to run it prior to upgrade, but if you still choose to, the function now completes in seconds and can be run by any user
