Seamlessy convert subtree into (independent) fileset

add a command to convert a subtree to an independent fileset seamlessly (without interrupting access for users) and - as a bonus - vice-versa

    Since each independent fileset defines an inode space, a file in its directory tree will need to be moved into a different inode in order to be part of the independent fileset. Such move is not achievable without some disruption to applications; there is no seamless solution.

    The workaround is to create a new independent fileset and then copy the files from the directory tree to the independent fileset. The copy itself can be done without disrupting the application.

    If implemented we need to now the constrains for HSM managed file systems.
