Additional parameter for repairvdiskcopy

Additional parameter "-stoplba lba" for "repairvdiskcopy" command needed: -stoplba lba(Optional) Specifies the last logical block address (LBA) on which to finish the command. The LBA must be specified in hex, with a 0x prefix.

Default behavior of formatting a vdisk should be selectable

Default behavior when creating or expanding a vdisk is to format the new capacity. Please allow the customer to customize at the cluster level whether the default is to format or not format.
