Storage Insights Should List Timestamps Consistently

I noticed that when we are looking on the Performance tab the time selection dropdowns are in 24 hour time but on the axis of the chart which is drawn, they are in 12-hour time. Sometimes the chart axis lists "AM/PM" but other times it does not.
