support ssh key Authentication for login to Deep Archive

In the current version of Deep Archive a ssh login is only allowed with username and passwort interactive, there is no way to safe a key in DA to do an automated login to the system. For scripts this is a must have.

Quorum/Tiebreaker architecture flaw

On Multilibrary configuration the default config places 2 quorum nodes in Rack 1 and only 1 in Rack 2 — if Rack 1 goes down, Rack 2 loses quorum and requires manual intervention during DR. No customer-accessible way to fix this (root required).

Multilibrary configuration - CES/failover between clusters not working as required

Cluster 2 nodes are part of the internal Scale cluster but excluded from CES, so ingestion IP failover between racks doesn't happen automatically — a hard requirement for the customer's HA needs. Currently only achievable via manual workaround.
