Add NTP status and IP address(es) to RESTful endpoint.

This is needed for compliance reporting.  Today there is no means to report the NTP status of our TS7700 devices when required by auditors, regulators, etc.  By adding this information to one of the TS7700 RESTful endpoints, we could report this information and provide when needed.  Today, when such a request is made, we require IBM to log onto each of our TS7700 devices and provide a screen shot that NTP has been enabled and what the configured IP address is.  This is something that should be able to be reported without the need for IBM intervention.
