For asynchronous notifications, SNMP v2 is supported for the Diamondback and TS4500 tape library. However, the product strategy for physical and virtual tape libraries is to move to providing only Syslog support for asynchronous notifications. Thus, there is no plan to move to SNMP v3 support.

I don't believe i requested the ability to make changes using SNMP, I would like the TS4300 to support SNMP traps via SNMP v3.

IBM has evaluated the request and has determined that it cannot be implemented at this time or does not align with the current multi-year strategy.
For tape libraries, SNMP is only used for traps/alerts or for walking the MIB. As a result, the SNMP interface cannot be used to make changes to the library. If there is still a concern with SNMP security, SNMP can be disabled. The product strategy involves replacing SNMP with REST support over time.
