Smarter Tape Usage in Storage Pools

My request is that TSM be coded to look for tapes already in use, with free space available before assigning another empty scratch tape to the storage pool. For example upon filling tape1 TSM would look in the primary storage pool for the next highest utilized tape and continue filling it. If necessary allow the possiblity of spaning a file across two tapes to be turned off.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Storage
Product - Tivoli Storage Manager (TSM) Family

For recording keeping, the previous attributes were:
    Brand - Tivoli
    Product family - Storage
Product - Tivoli Storage Manager (TSM) Family

Thank you for submitting this enhancement request, we do understand the requirement and the rationale behind it but unfortunately we currently do not plan to implement this enhancement request

I have also had the desire to have TSM use the existing scratch tapes first, but allow for the possibility that the pool may have a sudden surge in use & require an emergency extra amount of storage.
    .
Later I noticed that when collocation is enabled, the data is spread over the available volumes. That does two things. 1) Try to leave space on tape volume ABC123 that is filling since we may have things to collate with the existing data tomorrow (if we fill it up, we can't collocate on it tomorrow) 2) It seems the data at the start of a tape is quicker to access than that at the end. As such, spread the data out over the available tapes so that as much of the data as possible is nearer the start of the tapes. That way, when we need to read it, the time to access it is less.
    .
That's all through observation, so it may not be exactly correct.

Thank you for submitting this enhancement request, we did not see enough details in this requirement to have a significant discussion and a meaningful response, could you provide more details about this requirement with some focus on the business reason (impact to SLAs, reduced RPO, reduce overall costs etc.), technical functionality (what are they trying to achieve, and why do they think it should be done in this specific way etc.), please note that the suggested approach might have significant impact to recovery times, have you considered this? the volume selection logic is geared towards efficient and quick recovery.
