Support creating Copy-Container pools to VTL instead of physical tape only

Customers do have VTL instead of physical tape in use, VTL is used as disaster recovery media. Customer plans to ingest Object Data (IBM Fusion) via S3 Object Agent to a Disk Container Storage Pool. Protection of a Disk Container Storage Pool is possible with protect stg type=local, but this process does not support VTL. A VTL is usually emulated as a tape media in Storage Protect, but current documentation states it can not be used: https://www.ibm.com/docs/en/storage-protect/8.2.1?topic=pool-container-copy-storage

    We need this feature urgently. Customer has VTL from DELL and we will deliver over S3 various sources.
    One which becomes more critical are DB2 logs
