Allow Dynamic loading of TLS Certificates - do not require a halt and restart to take effect

TLS Cert standards are shortening their max ttl. After March 15th 2026, the max TTL for a TLS Cert is 199 days. This will shorten to 100 days on March 15th, 2027 and to 47 days after March 15th, 2029.
Other software has Dynamic Certificate Management, SP should also. It will not be feasible to restart the server every 199 days, let alone 47 days to update certs.

    Excelent idea. Restarting an instance that often is not feasable in production.
