adjust installation scripts to work with DNF and the new path for the ln binary

For a while now (since Red Hat 7?) DNF has been the preferred way to install and manage packages on Red Hat systems.  The TSM client documents explicitly say RPM should be used.  With Red Hat 10 the path to the file link command (ln) changed and DNF no longer works.  Best practice in the Red Hat world is to use DNF for all package installations and the Ansible platform may use it by default when not explicitly stating to use the RPM commands.   Since the change in the binary path for ln,  DNF fails to install the TSM client packages.  Updating the TSM client packaging to support DNF and the new ln path would be helpful.

    Since all packages are avaialble any way, may be IBM could maintain DNF  repository for BA client like other DNF repositories from IBM ie Power Managed Linux, or Linux Toolbox for AIX ?
