Increase REST API max requests per second limit

The limit is currently 3 requests per second. For clients with more than a couple environments running concurrently (snapshots, replication changes) this results in significant delays or even failures when using the REST API's.

    Limitations, regardless of number settings employed, are intrinsic challenges encountered when developing and deploying multi-tenant services across multi-partition framework for servers and storage. I propose you consider introducing a configurable setting for small, medium, and large environments to enhance the connectivity, specifically advocating for an increase in the allowable connections per second to range from 3 to a higher capacity (e.g. 3-10 for small, 10-20 for medium, 20-nn for large)

    For the Flashsystem to only support 3 connection per second means it is only for small enterprises that do not manage many Copy Services.  This number needs to grow significantly to be a multi tenant/multi partition storage box.
