OS/2 Warp 3.0 (snafu diskette)

I had tried OS/2 Warp 3.0 back when it came out. It was not installable back when I first tried it. I read a review of OS/2 Warp 3.0 shortly before OS/2 Warp 4.0 was due to come out (the next month the article was from). The review was rough, and it was accurate for that date. It had appeared that IBM OS/2 Warp 3.0 was overlooked sharply somehow.
If I remember, I think that it stated something about diskette replacements, or so.
I'm trying OS/2 Warp again now, and I had just bought it. I see that the same problem still exists, and on the same diskette. (diskette marked as "Diskette 2")
The install program simply gives a beep through the PC speaker.
I do know it has been some years, but the problem still exists with IBM OS/2 Warp 3.0.
I just purchased a new copy of this, and after making my way to as many place to try this..., I have run into a dead end.

In short; does IBM have a location where I can download the corrected disk.
I notice that there are replacement option documents, but they are for various versions, and it appears to give some sort of Warp 3.0 Server, e-commerce edition,... I am not into e-commerce. (For this application.)

Is there a url, or address (http, or ftp) where I can download replacement diskette(s)?

Without this I will have to return this, and I am worried that OS/2 Warp 4.0 (that does seem to install now..., may not have it's 'life' intact).

I hope that IBM does realize that I am willing to give feedback, and that I am supportive on how well it turned out.

I look forward to a response, with ftp address, url, or some way to obtain a copy of what diskette(s) that need to be used instead, or other data, document on how to have OS/2 Warp work, ... time had nearly gone by.

    OS/2 Warp is not associated with the Spectrum Archive offerings. IBM End of Standard Support for OS/2 Warp product was December 31, 2006. If you search online, I believve another company released their own version of OS/2. You can explore if that meets your needs.

    I have found IBM OS/2 Warp 3 (Red "spline"), and I see that it does the same thing for "Diskette 2".
    (Just a note regarding that.) The data on Red "spline" is that is installs "on top of" Microsoft Windows 3.1. I installed DOS/Windows for this. Red "spline" appears to require the "Installation" diskette to start the computer.
    I did this, and received the same error message as "Blue" receives. (Dead end installation as tried with required booted from installation media...).
    The attachment (that is separate), will be posted near. (It shows a screen print of the error message.)

    Update; I have found the Installation diskette "update". It is to update Installation Diskette 1, (which is the second diskette in the IBM OS/2 Warp 3.0 set).
    It did update "Diskette 1", it did it after the second attempt.
    I tried to start the IBM OS/2 Warp 3 installation, but it now will not make it past diskette 1. The error message is now that the files that updated are not "correct", or so. (It is an error message with a mis-spelling within it.)

    This document refers to this issue, and the warpinst.exe that corrects this issue.
    The issue is not correctable with what was found on boulder.ibm.com, (warpinst.exe), a 2 phase fix correct

    What does IBM suggest? As known the government has collapsed severely due to "Systemic failure"
    IBM OS/2 has a very broad, wide, and low presence within Government throughout vasment.

    Please know that I can try further, but I am not at a success point with what is shown that will the installation diskettes.
