Balance workload over ISLs based on latency, not throughput

In ESC when there is congestion on the ISLs in one fabric, SVC should be able to detect the increasing latency on the operations (mainly writes), and then send them through the healthy fabric. Current behavior is to balance the traffic between the two fabrics in terms of throughput. This is not acceptable because even when the MB/sec sent over the ISLs is similar, the number of operations is not the same, and the latency is affected. Monitoring the latency of the operations would allow to balance in terms of performance (similar to health checker in System z, which alerts when the average response is high, and send the operations to the other paths with the objective of maintain the reponse time).
