Update CopyOperator role in IBM Spectrum Virtualize

>Trying to execute CSM FlashCopy sessions to SVC controllers and CSMSERVICE account needs 'Administrator' role access as the 'CopyOperator' privelidges are insufficent.

> Unfortunately the 'CopyOperator' group role can not create or delete any copy services relationships or consistency groups.

> Currently the Administrator role has been assigned and works fine. Not sure if 'RestrictedAdmin' could be used as it would need to delete fcmappings and fcconsistencygrps.


> Ideally CopyOperator is the right role for the CSMSERVICE account, but needs some extra commands added:

* stopfcconsistgrp
* chfcconsistgrp
* prestartfcmap
* startfcmap
* stopfcmap
* chfcmap

* switchrcconsistgrp

* stoprcrelationship
* switchrcrelationship

* chpartnership

We require commands for CSM FlashCopy session above to run:
* mkfcmap
* rmfcmap
* mkfcconsistgrp
* rmfcconsistgrp

Optionally CSM should also be able to do (not yet seen these commands required as they are normally executed by storage admin before creating CSM sessions):
* mkrcrelationship
* rmrcrelationship
* mkrcconsistgrp
* rmrcconsistgrp

Can additional commands be added to CopyOperator role as required for CSM Snapshots sessions to function without CSM requiring elevated administrator access to our storage controller.
