SVC option to remove vdisk on schedule

Problem description: if vdisk deletions are requested, we always keep them an extra month ; this to prevent if a vdisk deletion was requested by mistake ; or to restore files from it
Current workaround: we created some scripts to make this possible
Proposed resolution: embed this into the SVC code (maybe an extra option in the rmvdisk command)
Business impact: not having to recreate the vdisk, and use the backup to restore the data (time intensive)
