Monitoring the number of I/Os prevented by Throttle for a vdisk.

This RFE is to have a monitoring / statistics capability of throttled volumes, to see how many I/Os exceeded the configured limit. This is useful for clients to adjust the throttle when too many I/Os are being "paced". Competition (HP storages) already has this capability and one of my clients want to see the same functionality on our boxes as well.

SpVirt distinct throttle-induced latency from normal latency

Spectrum Control is raising false alerts because it cannot make a distinction between “normal” latency and the (intended) latency introduced by throttling. This stat does not exist in SpVirt, so not in Control either.
