Need a new option to control Hyperswap of SVC/Spectrum Virtualize

System: V9000 Hyperswap
Actor: SK Telecom
The Scenario that causes system disruptions
1. V9000 Hyperswap on site 2 IOGroup
2. V9000 provide Hyperswap volume (site1:Master-site2:Aux)
3. Provide 2x SAN switch for redundency
4. Each host have 8 path connected to V9000 (4 path per IOGroup)
5. There are all of hosts only at site1
6. If control enclosure is offline at site1, Hyperswap reverse occured
7. Hyperswap need timeout to failover to site2 and be ready for host I/O
8. Oracle DB resume I/O since Hyperswap readiness for host I/O

##Problem description
If Hyperswap engine detect Backend I/O latency, Copy direction switched to Aux(Site2).
This cause problem that Oracle DB Instance be shutdowned due to disk timeout triggered by Hyperswap failover.
After that, Oracle RAC nodes must be shutdowned and Application service also stopped.

For example, Hyperswap reverse occured without any site failure and did not ready for Host I/O during 200sec.
This cause that Oracle 5RAC node shutdowned and Application Service stopped.
