SVC upgrade test utility usage design change

1. The svcupgradetest utility currently does not allow the "-f" and
"-v" flags to be used together on the same command line. Currently the "-f" flag can only be used with the "-d" flag. When the "-f" and
-v" flag are used simultaneously, such as "svcupgradetest -f -v 7.5.0.6", the "-v 7.5.0.6" portion of the command is ignored, but the user is given no feedback that the version checks have not been run.
svcupgradetest should display an error message when using "-f and -v" on the same command line OR svcupgradetest should be enhanced to allow both the -f and -v flags to be used simultaneously.

2. The "CMMVC8542E The System Update Checker has not been run prior to updating." error message should be modified to read something like "CMMVC8542E The System Update Checker ("svcupgradetest -v <V.R.M.F>") has not been run prior to updating." This will make it more clear.
