Problem description: Multiple callhomes on a single device failure open new PMRs each alert. The process should associate repeated alerts with the same PMR.
Current workaround: Ignore/close redundant PMR's
Proposed resolution: If a device is currently in 'errored' state and calling home have all information tracked under a single PMR instead of creating other PMR's and confusing the process of getting the problem resolved
Business impact: Customer confusion; communication breakdown
