Customer wants to extend the time between node upgrades with the SVC

Customer had multiple servers go down during their last upgrade. They would like the time between node upgrades to be tunable instead of the standard 30 minutes in length. Ideally they feel that if they had more time they could complete the validation of paths from the servers before starting the next node upgrade.

    Re-opening on the basis that while the ability to extend the time exists, this request is that it become a setting that doesn't require service mode to set--enabling the customer to set it to a pre-defined time between node upgrades of their choosing.
