Allow SVC to recover backend unused thin vdisk

Kohls has found that when you run 'create vdisk' they have the option to 'format' the vdisk which puts all 'zeros' on volume,
backend disk subsystem then ignores the zeros.
Kohls uses some 3Par backend storage which is 'thin' aware.
To fully recover backend space the 3Par needs something to activate their space management, today Kohls does this by
deleting vdisk from SVC, then creating vdisk with 'format' on Mdisk that belong to the 3par subsystem, wait for them to be
created and for space management on 3Par to complete, then deleting the volumes again.

    I'm NOT requesting 'unmap' support like #26193, my current request could be implemented without 'unmap' and provide customers the ability to regain space back until IBM does provide the 'unmap' support in the future..... please have someone from the SVC support group look at this request closer.
