fcportstatistics command to require only monitor authority

Currently the SVC requires SecurityAdmin or Admin authority in order for the CIM user to access the fcportstatistics.
This is a read only operation and therefore should not require Admin levels of user authority.
GEICO's (the client) security guidelines dictate that for this type of operation the Admin authority should not be used.
GEICO is requesting that CIM authority of Monitor be supported for accessing the fcportstatistics.
