QoS Throttle Settings Should be enabled for Child Pools and to inherit for all volumes in that pool.

1. Currently QoS Settings is for Pools, Hosts and Volume level, for Pools its is per Node, and not per Cluster.

2. QoS settings should exist per child pools the way it was earlier present till code level 8.2.x with IBM Spectrum Virtualize.

3. Also the throttle enabled at child pool level should get inherited to all the volumes available in that child pool.

4. This will prevent excess effort in management and maintenance in storage environments for different tiers of performance.
