manually set license threshold to prevent CMMVC6372W events in additional products

Some thresholds in Spectrum Virtualize and Storwize products are system-wide settings that can not be changed. These may influence additional products and lead to malfunctions or misinterpretations in these products. If you could adjust these values, it would lead to warnings later.

    Delivered in 8.4.0 (4Q 2020) - Treat license warnings as information to ensure that license warnings do not cause error codes to be returned by CLIs which disrupts scripts run by the user.
