Default setting for EasyTier should be "On" rather than "auto"

By default, Easy Tier is set to "auto" which means that when SSDs are added to a pool, at that point a dpa_heat file is created and data migration takes place.

The dpa_heat file can be used in conjunction with the Storage Tier Advisor Tool to determine how much SSD is in use, by which volumes and how many GB of hot data a system has (useful to know if there is more hot data than SSD capacity).

In cases where customers don't have SSD, they don't have a dpa_heat file and can't use STAT until they have switched on EasyTier from the CLI.

Why not just have the EasyTier default as "On" so that a heatmap is available for all pools when you want to investigate?

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    Fixed in 7.3, by changing what "auto" does (includes rebalancing and creating the dpa_heat file also)
