Reduce host-visible path interruptions during NPIV failback operations

IBM calling out that they observed failover and failback behavior is expected for NPIV environments, and host-side path transition messages during failback are normal. No underlying storage or multipathing issue has been identified.

During failover, the destination node is already online and actively servicing I/O, so the WWPN transition typically completes quickly enough that hosts may not declare the paths down.

During failback, the WWPN is returned to a node that has recently rebooted or completed maintenance and may still be becoming host-ready. This can create a longer no-overlap window, making the temporary path loss visible to the host multipathing layer.

Although the observed behavior is expected due to the NPIV break-before-make transition, we would like IBM to investigate whether the failback handoff window can be further optimized so that hosts do not observe temporary path-loss events during NPIV ownership return.
