Storage partition PBHA should not be in error when a host is offline

Most of our IBM clients have IBM Power server.
And most of them also doesn't use PowerHA. Instead they use offline LPAR that would be ready in case of a PRA. (AIX or IBMi, particulary IBMi with CBU licences).

The problem is that the client prefer having a synchrone solution for the storage. Meaning that we have to use PBHA since Metro Mirror isn't avalaible anymore.

Since version 8.7.2 we can modify the host setting to not trigger alerts when the host is offline with the parameter "suppressofflinealert" (command chhost).
This parameter should be taken into account by the storage partition and prevent the partition from being in error because one host is offline.

In particular it's a problem when migrating from MM/GC to partitions because migration are made by lot. And we often use the "merge" method to finalize the migration. And merge cannot be done if the partition is in error. So users have to remove all offline host from the partition, merge, and create them again afterwards ...

I would like to add :

I think the partition should be in error because of host only when there is a different status between the 2 systems of the partnership. For example if a host is only online for 1 Flashsystem, or if one port of one host is offline only on one system.

My take is that partition status should mostly care about the data availability and not much about the host status. Unless hosts aren't accessible the same way on both flash (in case of a PBHA, PBR is also another case).
