Policy Based High Availability: send Warning Event Notification already if the first of two IP Quorum instances in a Partition gets unavailable.

IBM recommends to configure at PBHA solutions for each HA Partition a second IP quorum as a backup for situations where the
primary quorum fails or requires maintenance.

As of today the FlashSystem sends a Warning Event Notification as soon as the last available IP-Quorum instance, 
which is configured to the PBHA Partition, gets unavailable.

If the customer has configured two (or even more) IP Quorum instances to the PBHA Partition: 
can IBM establish to send a Warning Event Notification if ANY of the two attached IP Quorum instances 
gets offline - even the other attached IP Quorum is in this moment still available ?

The availability of the IP Quorum is very important for the management of a PBHA solutions 
because each policy-based HA Partition uses its own IP quorum to determine the active management system.

At a lot of customers network maintenance actions or sudden network problems happen frequently.
